Dear Secretary / League Officer – Designate,
 
The Inaugural Meeting of the League will be held on MONDAY 23rd JUNE 2008, in the Centenary Suite (first floor), at the Offices of Surrey County Football Association Ltd, Connaught House, 36 Bridge Street, Leatherhead, commencing at 7.30 PM.
 
ALL WOULD BE MEMBER CLUBS MUST BE REPRESENTED AT THIS MEETING (LEAGUE RULE 6(H)).
 
Following the Inaugural Meeting there will be a Full Council Meeting.

RULES
 
Members of the Working Group, in an attempt to create the comprehensive set of Rules they could, have been constantly reviewing and where considered necessary amending the proposed Rules. This procedure has continued after the meeting with the applicant Clubs on 28th May 2008, at which a set of the Rules as they stood at that time, were issued. Below therefore are the latest amendments that have been agreed upon, with one exception (Rule 8(C) see below) these amendments read in conjunction with version issued are to be placed before the Meeting this evening for formal acceptance
 
AMENDMENTS
 
League Rules
 
Rule 8(C)   An amendment to the original wording of this Rule was proposed, but when debated at the Working Group meeting there was no clear majority for either version and a third alternative was also proposed. It was therefore considered appropriate to place the alternatives before the Inaugural meeting and allow those present to decide which version would finally appear in the Rules.
                   The original wording was as follows:
         "Once a player has played six matches for a First team, he automatically
           becomes qualified for that team, if he then plays 6 consecutive matches for
           the Reserve team, or misses 6 consecutive matches for the First team he
           becomes reinstated as a qualified Reserve team player. Not more than 4
           qualified First team players may play in any reserve team game."
         The proposed alternative is:
         "Except as provided for in League Cup 6, all registered players may play for
           any team that a Club have entered into the Competition in any division."
 
The third proposal was that the original wording be retained, but that the number "4" be debated and an alternative number be substituted if there was majority support at this meeting.
Rule 8(A)   Line 1 delete "not". (i.e. Contract players can be used)
 
Rule 9(A)   Line 1 delete "shorts and shorts" insert "shirts, shorts and socks"
Last Line after "shorts" add "or socks"
 
Rule 10(A) SecondParagraph, Line 1 delete "be" insert "have a team or teams"
Line 2 change full stop to a comma after "year" and insert "irrespective of whether their home ground is available on that date."
 
Rule 12(B) Delete Rule and insert the following:
 
(B)(i) "Any Club finishing in the top three positions in the Intermediate Division of
            the Competition shall be eligible for promotion to a League at Step Six of the
            National League System (NLS). Promotion to that level will be in accordance
            with that competitions requirements."
 
(B)(ii) "This competition shall accept any Club relegated, demoted or wishing to take
             voluntary resignation from a league at Step Six of the NLS."
 
(C)       Delete Rule and insert the following:
         "Applications to join the Intermediate Division through promotion will be
         considered from clubs meeting the ground and facilities criteria with priority
          being given to the two clubs finishing the first two places in the top division
          of the Surrey Intermediate Western (SIW) or the Surrey South Eastern
           Combination Leagues (SSEC). Applications for promotion shall be submitted
           not later than May 1st.
 
(D)      Delete Rule and insert the following:
                   "Any vacancy or vacancies in the Competition may be filled by accepting
applications from Clubs outside of the SIW or SSEC and Step Six League(s)
who are able to meet this Competition's criteria. Applications for Membership
shall be submitted not later than May 1st."
 
(E), (F), (G) Renumber Rules to (F), (G), (H) respectively.
 
(E)       Insert new Rule as follows:
"Applications for reserve team membership of the Reserve Division only may
 be considered from clubs in membership of Leagues at Step Six or above and
 provided there are vacancies in the Division. Applications for membership
 shall be submitted not later than May 1st".
 
Rule 13(B) Add new first sentence to the Rule as follows:
                   "The appointed referee and assistant referees (if appointed) should be present
                    at the ground at least 45 minutes prior to the appointed kick off time."
 
Rule 13(H) Line 4 change full stop after "provided" to a comma and add the following:
"including the late arrival of the Match Referee or Assistant Referees if
 appointed."
 
Rule 13(J) Last line change full stop at the end to a comma and insert the following:
                   "including a report of their own or an assistant Referees (if appointed) late
 arrival at the game."
 
Rule 13(K) New Rule
"Referees MUST ensure that ALL disciplinary reports resulting from games in
 this competition are sent to the appropriate CountyFA.
 
Rule 17(E) New Rule
"Clubs are responsible for the behaviour of their players, officials and
 spectators at all times, this includes liability for any damage caused to
 another Clubs property or premises."
 
 
League Cup Rules
 
Rule 6(D)   Lines 5 and 6 Delete "Senior" and insert "First team".

RICKY WYLLIE –     Croydon Greenside FC, (Volunteer, therefore nominated by the
Working Group)
 
There are up to another 3 vacancies, so volunteers would be appreciated, the Meetings will take place on a Wednesday, in these Offices, bi-monthly in October, December, February and April, with additional meetings if necessary.
 
b)      Ground Grading Committee – Nominated by the Working Group
 
          ALAN CONSTABLE, TONY FORD, BARRY MORSE.
 
c)       Representative for the SCFA League Representatives Committee
 
(This should be a member of the Management Committee, the meetings take place in these offices, bi-monthly in September, November, January, March & May, on the last Thursday in the month.)
 
For information, the three Full Council / Special General Meetings for season 2008 / 2009,
will be in this area of the SCFA County Offices on the following dates, Wednesday 27th
August 2008 (a preseason meeting), Wednesday 20th May 2009 (a Rules revision / post
season meeting) and on Monday 22nd June 2009 – the First Annual General Meeting
of the League, reminders will be issued nearer each date.
 
Reminders
 
For SCFA Ltd, affiliated Clubs the CountyAGM will be held on Monday 7th July 2008 at Leatherhead FC, commencing at 7.30 pm.
 
All Clubs must submit their accounts for the season 2007 / 2008, to their respective CountyFA's by 1st September 2008.
