CONGRATULATIONS

To Virginia Water who yesterday achieved the Intermediate League & Cup double,

this is the fifth season of the nine that the league has been in existence that this has been achieved, and they are the fourth Club to achieve – Horsley having achieved it twice.

Anyone wishing to propose alterations to the Rules are reminded that these need to be submitted to the League Secretary by tomorrow Monday 1st May 2017, they will be placed before the Special General Meeting on Wednesday 17th May 2017, for consideration together with any proposals from the Management Committee.

With all League games and the Intermediate Challenge Cup Final now completed there only remains the Reserve Challenge Cup Final to play to completely finish the season. The Reserve Final is on Monday 8th May 2017, (not the 10th as printed last week) at Whyteleafe FC (3G), Kick Off 7:30 pm, Worcester Park Reserves v Battersea Ironsides Reserves. With no League games left, I am sure the participants would bbe grateful for any additional support, so come along and cheer them on.

DRESSING ROOMS

Over the past few weeks there has been a number of complaints from Clubs regarding the condition in which "away team" dressing rooms have been left after games. This has culminated in the latest complaint regarding the use of a dressing room wall for the obvious cleaning of mud from boots by "banging" them against the wall, not only leaving a covering of mud on the wall. but also damaging the paintwork, which now needs repair work. A reminder that under League Rules a Club are responsible for any damage caused by their players etc, to another Clubs property!

In the Reserve Division emergency registrations closed yesterday 25th March, all other registrations and transfers close for this season on Friday 31st March 2017. CONSTITUTION

Following being unable to field a team Ash United Reserves have found it necessary to withdraw from the Reserve Division with immediate effect. Once the unfulfilled fixture has been dealt with the team will have played over 75% of their fixtures so the remaining games will be awarded,

DUGOUTS & BENCHES (TRAINERS BOXES)

Once again in recent weeks there have been reports / complaints in respect of the misuse of the above. They are for the use of Substitutes, Club Officials actually involved i.e. Manager, Trainer/Coach, Physio etc, and under no circumstances should injured non playing members, spectators, "hangers – on" and especially Children be allowed in dugouts or on benches and in fact other than those involved in the game, EVERYONE else must be OUTSIDE the pitch perimeter barrier or behind benches where there is no such barrier provided.

The Final of this Competition will be played on Monday 8th May 2017 at Whyteleafe FC, on the 3g pitch Kick Off 7.30 pm. Worcester Park Reserves have already reached the final, and will meet the winners of the second semi final to be played at Abbey Rangers FC, on Saturday 18th March kick off 2.30 pm between Battersea Ironsides Reserves and Sutton Common Rovers Reserves

CONGRATULATIONS

To Virginia Water who have had a successful 8 days, last Saturday they reached the final of the Intermediate Division Challenge Cup where they will meet the winners of next weeks second semi final between Merrow & AFC Spelthorne Sports, on Saturday 29th April 2017, at Abbey Rangers FC, Kick Off 2.30 pm. Yesterday they reached the semi final of the Surrey County FA, Intermediate Cup, in the draw for the semi's made last night they have been drawn away to Chessington KC, from the Surrey South Eastern Combination (SSEC) on 18th March 2017.

This could be a tough match, as yesterday Chessington beat Horsley who have been finalists in the competition for the last 4 seasons and winners for the last 2, the last time Horsley were beaten in other than a final was just over 6 years ago, coincidentally also by a team from the SSEC – Westside now members of this competition.

ADMINISTRATION

Every week a bulletin is issued with the latest changes of fixtures, referees contact details etc, together with other bits of information and instructions, plus at frequent intervals a Fixture Bulletin is issued with instructions additional to the basic future fixtures and from time to letters and emails are sent with information and instructions, what do they all have in common – it would appear that many recipients either do not read them at all or do not read them carefully enough. In addition the website is always updated when there is a change of any details so there is really no excuse for failing with the basic administration Yesterday we came close to having to postpone a game due to a failure to notify the correct match referee, the game was played only because a game was postponed elsewhere that enabled the league to obtain an official and the game was saved, had it been postponed then it would have been treated as an unfulfilled fixture.

SURREY COUNTY FA DISCIPLINE ADMINISTRATION CHARGE

Despite agreeing to refund any payments made (see Bulletin 24 last week), I am informed that SCFA are not making refunds but holding the amount as a credit against possible future misconduct, I would suggest that if you have paid and are not happy with this arrangement you demand a refund by return.

RESULTS

Some weeks ago I advised that Clubs who are habitually failing to advise results within the timescale set in the League Rules would face increasing fines. Two Clubs are regular offenders and one had the fine quadrupled on the last fines issued for three failures and have since recorded a fourth which has been dealt with by the Management Committee, the other Club have recorded a third and fourth in the last 2 weeks so can expect firstly a quadrupled fine in the next issue of fines, with the fourth instance to be dealt with by the Management Committee.

SURREY COUNTY FA DISCIPLINE ADMINISTRATION CHARGE

Some time ago SCFA imposed an annual fee of £15.00 upon Clubs who chose or in some cases could not (lack of IT equipment) deal with their Discipline online, at least 1 SCFA affiliated club in this League (there may be others) chose not to deal with Discipline online. Despite a number of protests about the imposition of the fee SCFA chose to go ahead, as a result the matter was referred to the FA, who have now advised SCFA that the fee is not within the regulations and conflicts with the purpose of the Disciplinary Administration fees. SCFA have agreed to refund any payments made, so if you have paid the fee you can expect a belated Christmas present, in the near future!

POSTPONED GAMES

Over the last two weeks there have been several complaints that teams have travelled considerable distances for games only to be informed that the pitch is unfit and the game is postponed, similarly referees have travelled only to have postpone games due the unfit pitch. In the majority of cases it was obvious that with the pitch unfit close to the scheduled kick off time, it was equally unfit several hours earlier and should have been postponed to avoid wasted journeys.So if the poor weather continues and there is any doubt about the fitness of the pitch please get a local referee to make an inspection and a decision in good time.

REPORTING RESULTS

Apart from the last 2 weeks there have been a large number of results being advised late or in some cases not at all with these being obtained by other means. It was therefore agreed by the Management Committee that teams who have a second late result recorded would have the appropriate fine doubled and a number of doubled fines have been imposed. It has now been further agreed that any team have a THIRD late result recorded against them will have the fine further doubled and any late results after that will be referred to the Management Committee to be dealt with.

REFRESHMENTS – INTERMEDIATE DIVISION

League Rules require home teams to provide refreshments after the game for their opponents and the Referee, if away teams do not intend to stay for refreshments they nust advise the home accordingly before the day of the match, to ensure that these are not wasted. Failure to stay without notice will incur the proscribed fine and the cost of the wasted food etc!

Well the Christmas / New Year Break has finally arrived, this is the first time that we have had a break at this time of year, but taking full advantage of the loss of 2 teams in the Intermediate Division and the excellent weather we have had so far, was too good to miss. Hopefully everyone will return suitably rested and refreshed ready to face the 2nd half of the season on 7th January 2017. It looks like Xmas arrived a week early for goalscorer's yesterdays with 86 goals in 13 games, and goalkeepers will need the rest for their backs after all that bending!

If any Club wish to be considered for promotion to Step 6 for next season, the

deadline for application to the FA is 31st December 2016, please request the forms and I will send them out. At present the NLS Rules & Regulations state that only ONE club will promoted from each Step 7 League, normally the top Club, but if they do not seek or are unable to consider promotion then Clubs in positions 2 – 5 will be considered, subject to having applied.

Any Club wishing to change the set kick off times for a particular game should obtain permission from the League, and in the case of County Cup games notify the League so that the website can be amended and also to avoid problems in the event of a late change of match official.

Firstly sincere thanks for all the emails, telephone calls of condolence and the sympathy cards received this past week, these have given us strength and support at this sad time in our lives.

The Funeral Service for Angela Worsfold will be held at Croydon Crematorium – East Chapel, on Tuesday 6th December 2016 at 12:45 pm. Gordon, Alec & Keith would be pleased if you would join them afterwards for refreshments at Croygas Sports Club, 48 Mollison Drive , Wallington, SM6 9BY. Floral tributes from immediate family only please. Donations in lieu of a floral tribute, should you so wish, to:      Selsdon & District Funeral Service, 204 Addington Road , Selsdon CR2 8LD. All donations will be equally split between Parkinson's UK and the Lewy Body Society, in order to support their ongoing research into possible cures for these 2 complaints from which Angela unfortunately suffered in her later years.

Firstly our appreciation and thanks for all the emails of support and wishes for my wife's speedy and complete recovery, received following my email "Important Message" on Thursday, which were gratefully received. However, it is with extreme sadness that I have to advise that she unfortunately failed to make it, passing away very peacefully late on Friday afternoon. She had suffered from Parkinson's Disease for the last 10 years and the often associated Lewy Body Dementia for the last 3. The combination had worsened 3 months ago leaving her with very severe mobility problems.                      Gordon Worsfold & Sons

CHRISTMAS & NEW YEAR PERIOD 2016/17

Following an email Management Committee Meeting last week it was agreed that there will be NO MATCHES SCHEDULED over the above period this season. Matches will be played on Saturday 17th December 2016 there will then be a break with matches recommencing on Saturday 7th January 2017. This will NOT set a precedent for future seasons but is very much a one off for this season only, resulting from the loss of 2 teams (4 games for most teams) from the Intermediate Division early in the season, together with the kindness of the weather so far (until yesterday). Also it must not be seen as indication of similar action in respect of the two remaining bank holidays this season i.e. Easter Monday & May Day, as the needs for playing matches on those days will be decided nearer to those particular dates.

Any Club wishing to be promoted from Step 7 to Step 6 at the end of this season must make application to the FA by the 31st December 2016, I have supplied with copies of the various forms together with an explanatory booklet, so if you want the forms etc, lease ask me for a copy. A few things to remember, only ONE team will be promoted from any Step 7 League, normally the winning team, however if they do not apply or do not have the required facilities then the next team could be considered and so on, but no team finishing lower than 5th place will be considered. Your facilities need to meet all the requirements with the exception of floodlights by 31st March 2017, (but planning permission, funding etc will need to be in place by this date) with the floodlights up and working by 30th September 2017. The FA have asked teams not to apply if unable to meet the requirements listed on the application forms, you cannot enter in to a ground share agreement for season 2017/18 in order to gain promotion, it must have been in place this season.

It would appear that some weeks the bulletins are not getting through to all the recipients listed, becoming lost in  transit somewhere, so I have loaded all the previous Bulletins on to the News Page on the website (less results and tables as these are already available there) and I will load the bulletin each week in future, this will ensure that even if your bulletin does not arrive you can see fixture and handbook changes. The News page can be accessed from the public view so there is no requirement to log in to the site.

MISCONDUCT

League Rule 11(C) requires Clubs to advise misconduct (Red & Yellow cards) on their team sheet returned to the league, or advice the league within 14 days, I.e. once you have been advised by the County. Failure to notify will be picked up later and fines will be imposed for such failures.

TEXTING OF RESULTS

Almost every week we still have one or two clubs not texting in their result and subsequently being fined for not doing so, but I would rather forego the fines and ensure that all the results are on the website by the required time, as reported earlier repeat offenders will face progressively increased fines.

The Mitoo website is now open and running and all Club should have received their passwords to gain entry followed by a list of their registered players. All team sheets etc should now be entered on Mitoo and no further information should be placed on the Leaguewebsite. All Team Administrators access on Leaguewebsite have been revoked so this should prevent anyone being able to place information on the site.

Having given an undertaking that pitch work to rectify problems would be finished by mid September the owners and the contractors have now agreed that the Memorial Ground will be closed for the complete season whilst large scale ground works are carried out. As can be seen above next weeks match is being played at The Spectrum – Guildford, as a one off. Westside are currently negotiating a possible ground share for the remainder of the season once this has been finalised full details of the ground will be advised.

COUNTY CUP GAMES

With County Cup games now appearing on the fixture lists it is an appropriate time to remind Clubs of some of the Rules etc, in the Surrey County Cups, up to Semi finals there is NO EXTRA TIME the game must go to penalties at the end of full time if being drawn. In the Junior Cup 5 continuous (Roll on – Roll off ) substitutes are allowed to be used, in the Intermediate Cup it is 3 from 5 substitutes. All players must have been registered for a minimum of SEVEN days prior to playing. Clubs in other Counties Cup Competition will need to check the rules in this respect as each County FA, seems to be different.

Don't forget team sheets for County Cup games must also be entered on to the website or a copy returned to the Registration Secretary for him to record on the site.

CONSTITUTION

Earlier in the week Warlingham advised that they were withdrawing from the League, mainly due to the current biggest problem in grassroots football, the lack of commitment from players. Their record will remain in the table until the Committee have dealt with the withdrawal then their record will be expunged.

WEBSITE

Work to build the site is still going on, hopefully we will be ready to open the site to public view before next weekend, once open passwords for the current season will be sent out.

WEBSITE

At the end of last week, the owners of Football Mitoo finally released the site to Julian Bauer who originally built and ran the site and we decided that we would go back to Football Mitoo. Currently we are working to get the site up and running and hopefully we will achieve this by the end of this coming week at which time we stop using leaguewebsite. Trying to build the site in a little over a week is quite a task when normally this is carried out over at least 6 weeks during the close season. Once we are ready to open the site to public view, passwords for the current season will be sent out.

EMERGENCY REGISTRATIONS

A maximum of TWO emergency registrations may be made in Reserve Division LEAGUE games only, these to be countersigned on the day by the Match Referee or a representative of your opposition. Although not actually obliged to, a majority of referees will countersign the forms although there is no obligation on them to do so. If a referee does refuse, do not make a fuss just go to the and ask them to sign it.

COUNTY CUP GAMES

With County Cup games now appearing on the fixture lists it is an appropriate time to remind Clubs of some of the Rules etc, in the Surrey County Cups, up to Semi finals there is NO EXTRA TIME the game must go to penalties at the end of full time if being drawn. In the Junior Cup 5 continuous (Roll on – Roll off ) substitutes are allowed to be used. Clubs in other Counties Cups will need to check the rules in this respect as each County FA, seems to be different .

The 7 Clubs who have teams in both the Intermediate and the Reserve Division are still able to enter the Reserve team currently, this is due to the setup of the website which requires allocation of players to individual teams up on registration, which is contrary to the way most leagues operate. The website were supposed to have altered this before the Reserve Division was due to start but have not done so. They will been chased again to try ascertain when the changes will be operative, as soon as we know I will advise the clubs accordingly. The 7 teams in the Reserve Division who do not have a first team in the Intermediate Division are not affected as their players have been directly registered to them.

As advised Project Clapham have withdrawn from the League, their record will be expunged once this and their failure to fulfil last weeks fixture has been dealt with by the Management Committee.

BIBS

All teams in the League have been supplied with Black Bibs to be worn by all Club Officials and Substitutes (up to a maximum of 8) sitting in or using the dugouts or benches/chairs provided in accordance with Criteria Item 1.10 last paragraph.Referees are being asked to report any Clubs who fail to use the bibs in any game under the jurisdiction of the League and this will be treated as a failure to comply with a Criteria item and fined accordingly.

REFEREES ATTENDANCE AT GROUNDS

Referees are required to arrive at the game at the game a minimum of 45 minutes before kick off in order that the exchange of team sheets required 30 minutes minimum before kick off can be carried out without too much problem for both the teams and the referee. Any Club whose referee does not arrive at least 30 minutes before kick off are requested to report this to the League, who can then take any necessary action.

ENTERING TEAMSHEETS ON TO THE WEBSITE

Clubs should be entering their teams on to website for each game, as well as sending a copy of the team sheet to the Registration Secretary, care should be taken, that after entering that the "save" button is only clicked on ONCE. Looking at an entry for the first game of the season that all the players used were showing "2" appearances, which was obviously wrong after one game, but this kind of error will not be so easily spottable once we get further into the season. After considerable experimentation I managed to correct the Clubs record.

Although the kick off times for Bank Holiday Monday are shown as 11:00 AM, if Clubs wish to change to a mutually agreeable alternative that is not a problem, just make sure that your allocated referee finds the alternative time acceptable and that the league is notified so that the KO time can be amended on the website.

We are still finding our way around the new website and this last week we were not helped by a bug in the system which prevented the registrations of players one at time. Once I have distributed this bulletin I will be going into the Team Administrator (TM) facility to add the email addresses of everyone who has notified me of their wishing to be a TM, so expect your email with instructions in the very near future.

A reminder for EVERYONE of the contents of this Rule:             "Except where otherwise mentioned all communications shall be  addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings."

HACKED

Apologies to everyone but as I am sure most people guessed my email account was hacked last Thursday morning hence the "appeal for help" followed by an appeal for a loan if you answered the first email. Hopefully it is now all sorted and back to normal. If any one did send a reply to a genuine email between Thursday morning and Friday afternoon and have not had an answer please resend as the hacker input a divert on replies.

WEBSITE

The League are using league website for this season or at least to start with, the access is as shown on the front of the handbook i.e. www.leaguewebsite.co.uk/surreyeliteintermediatefl

Some have had problems accessing the site but the above seems to work perfectly on Internet explorer, although not on google. Since the last bulletin we have finally been advised officially that Football Mitoo, (FM) will not run this season, however they have offered to give access to a leagues databases to anyone authorised by a league, and we have been talking to the original founder of FM who is interested in either trying to keep it running or starting something similar and have instructed FM that we wish him to have access on our behalf, at the moment there has been no reaction, but we are hoping that there will be a quick resolution to the problem. In the meanwhile we are trying to find our way around the website and we have a number of queries to raise, the late response of FM has made it a difficult run up to the start of the season.

The Bulletin will be sent to all League Officers and Club Secretaries and those who received it last season plus / minus any amendments I have been asked to make following the recent email sent to all clubs, I have presumed that any Clubs who have not replied are happy with the persons already nominated, but it is not to late to make changes if there are others in your Club who you wish to receive a copy, please just advise the League Secretary so that they can be added to the distribution lists, similarly if anyone no longer needs a copy or is no longer part of your Club please advise so that they can be deleted from the lists.

Any Clubs suspended by their parent FA, must clear the suspension by the close of business on a Thursday or in some cases midday Friday or remain under suspension until it is cleared. Any Clubs in this competition who find themselves suspended will have the games scheduled for that weekend awarded to their opponents as unfulfilled fixtures, and could incur further fines and or expenditure to cover any loss by their opponents. Any Clubs currently under suspension with their County FA, are reminded of the need to clear these suspensions as soon as possible and definitely before the League season starts or before any preseason friendly games are played, as such suspensions are from "ALL FOOTBALL".

USE OF 3G OR OTHER ARTIFICIAL PITCHES

Tooting Bec in both Divisions and AFC Cubo in the Intermediate Division will be playing all their games on a 3G pitch, and some Clubs who needed to obtain alternative pitches have been given permission to use artificial pitches, they are reminded that they are responsible for ensuring that opponents and the match referee are made aware of the footwear requirements for the particular surface.

ABANDONED GAMES

Surrey County FA, affiliated Clubs are reminded that the County FA have a rule which requires them if involved in a game abandoned as result of misconduct to send in a report giving their version of events within SEVEN days of the game, failure to do so will result in a fine of £50.00 and the lack of an initial report may well affect the outcome of any subsequent hearing even if you consider that your Club are the innocent victims. This report is in addition to the report required under League Rules, but the same report can be used for both purposes. In the majority of cases in the last few seasons this has speeded up hearings, which in turn has assisted Competitions, Leagues and the Clubs themselves by having the matter dealt with more quickly than was previously the case.

MATCH RESULT SHEETS

Don’t forget these forms as fully completed as possible need to be exchanged at least 30 minutes before the game in the presence of the Referee. Club copies must be sent to the Registration Secretary within four days of the game. Again this season the Referees copy will be sent to the League Secretary who will extract any fines and pass these on to Clubs as soon as possible on a regular basis. On Club copies, away teams must ensure that their copy is honestly FULLY completed and this includes the section regarding the facilities etc, this information is frequently used to either back up or rescind fines imposed from the referees copies. Information regarding Clubs entering teams direct on to the website will be issued once the Officers have had an opportunity to investigate the site fully and are more aware of what is available etc.

Preseason Bulletin

SURREY ELITE INTERMEDIATE FL  9th SEASON 2016 – 2017          PRE SEASON BULLETIN

Welcome to the 2016/17 season we are now under 3 weeks away from the kick off and there is the usual preseason meeting next week, details below.

WEBSITE

This Competition along with many hundreds of others across the Country have been badly let down by the USA based company who own Football Mitoo, who it seems have run out of money. The worst of it was that when approached about setting the new season up, they initially informed us that this was running a little late and everything would be ready by the first Saturday in July, since when nothing has happened and they do not and will not answer emails. Therefore in  the last week we have moved to a site run by "Leaguewebsite" which is currently being populated with as much basic bulk information as could be provided. Once that has been completed it will allow the League Officers to investigate the site and become familiar with it and exactly what is available. Further information will be advised when available.

FULL COUNCIL MEETING 1

Please note the Pre season Council meeting will take place at Abbey Rangers Football Club, Addlestone Moor, Addlestone, KT15 2QH on Wednesday 3rd August 2016. All future meetings will take place at Abbey Rangers FC.

REGISTRATIONS

Don't forget that each Club must have deposited 11 registrations per team with the League at least 7 days before the season starts, if you have any already these can be handed to the Registration Secretary at the meeting next week.

Surrey County FA, affiliated Clubs are reminded that the County FA have a rule which requires them if involved in a game abandoned as result of misconduct to send in a report giving their version of events within SEVEN days of the game, failure to do so will result in a fine of £50.00 and the lack of an initial report may well affect the outcome of any subsequent hearing even if you consider that your Club are the innocent victims. This report is in addition to the report required under League Rules, but the same report can be used for both purposes. In the majority of cases in the last few seasons this has speeded up hearings, which in turn has assisted Competitions, Leagues and the Clubs themselves by having the matter dealt with more quickly than was previously the case.

Don’t forget these forms as fully completed as possible need to be exchanged at least 30 minutes before the game in the presence of the Referee. Club copies must be sent to the Registration Secretary within four days of the game. Again this season the Referees copy will be sent to the League Secretary who will extract any fines and pass these on to Clubs as soon as possible on a regular basis. On Club copies, away teams must ensure that their copy is honestly FULLY completed and this includes the section regarding the facilities etc, this information is frequently used to either back up or rescind fines imposed from the referees copies. Information regarding Clubs entering teams direct on to the website will be issued once the Officers have had an opportunity to investigate the site fully and are more aware of what is available etc.
